Contributed evaluation of projects supporting internally displaced persons
Joint evaluation of two projects: ‘Strengthening the National Referral System in Moldova’ implemented by the International Organization for Migration (IOM); and ‘Fight Against Child Trafficking (FACT) II Transnational Action Moldova, Russia, Ukraine’ implemented by Swiss foundation Terre des hommes.
Contributed analysis on the added value of implementing projects within the framework of the Action Plan.
The project aimed to develop new understandings, capacities, and approaches amongst local elected leaders to help them become more citizen-oriented, responsive and accountable. It also aimed to develop young leaders, especially women, to participate actively in local democracy.
This project provided legislative support to central actors engaged in the reform of local self-government in Ukraine, and it supported civil service institutions with new concepts and approaches for training and human resource management in local self-government administrations.
Developed guidelines for the National School of Judges on reformulation and development of the original Programme Review Methodology indicators to better align them with the work of the National School of Judges and to enable progress to be assessed in an objective and systematic manner.
Developed an evaluation methodology and terms of reference for an end of project evaluation. The assessment supported the development of the AUC’s medium-term strategy in the context of ongoing local self-government reform in Ukraine (decentralisation and amalgamation).
Developed written guidelines on project monitoring and evaluation, including data collection, analysis, storage and dissemination. Co-facilitated a workshop with the project team in Strasbourg to review and revise the project theory of change, objectives, and indicators.
