Developed an evaluation methodology and terms of reference for an end of project evaluation. The overall objective of the evaluation is to generate knowledge from the project experience in supporting local authorities and their national associations, mainly the Association of Ukrainian Cities (AUC), in their efforts to promote ethical decision-making and more citizen-oriented, inclusive, responsive and transparent local governance.
