Study on ‘Democratic accountability and budgetary control of non-governmental organisations financed from the EU budget’

Study/ research/ analysis

This study looked at the transparency of EU funding awarded to NGOs, and the accountability of NGOs. In particular, the study looked at the ‘traceability’ and ‘identifiability’ of EU funding from the public perspective following the transfer of funds from the Commission to grantees. It also considered to what extent ‘big NGO players’ comply with rules, regulations, and standards; and the extent to which the effectiveness of NGO actions funded by the EU is assessed by the Commission, or by NGOs themselves.
