Mid-term evaluation and re-prioritisation of the Council of Europe Intercultural Cities (ICC) programme’s services and tools

Undertaken in cooperation with KEK-CDC, this evaluation explored how the Council of Europe’s Intercultural Cities (ICC) Programme was supporting local governments to advance human rights through inclusion, anti-discrimination, and intercultural policies. It used comparative analysis across diverse city contexts and delivered actionable insights into the institutional enablers of inclusive governance. The findings informed Council of Europe strategic planning, including the creation of a dedicated advisory group for the programme.
