Evaluation of the implementation of the Reykjavík Declaration

Evalutility cooperated with KEK-CDC on this evaluation, which assesses how the Council of Europe operationalises high-level political commitments across its programmes. Using budget analysis, stakeholder engagement, and programmatic mapping, it highlights areas of momentum, such as Ukraine-related accountability and identifies some challenges in translating normative declarations into institutional change.
