Evaluation of change management at the Council of Europe

Evalutility cooperated with KEK-CDC on this evaluation. Launched in 2023 and finalised in 2024, the evaluation assesses the Council of Europe’s management and implementation of administrative reforms. It reviews planning processes, decision-making frameworks, and staff engagement, and alignment of change initiatives with strategic objectives. The report highlights good practices and challenges. It recommends standardising methodologies, enhancing training and support for staff, and instituting clearer tracking of change implementation progress to embed reforms more deeply across the organisation.
