The objective of the assignment was to develop a methodology to assess the capacities of municipalities in the countries of the Western Balkans, Kosovo and Turkey to provide quality basic services. This methodology complemented the draft IPA Absorption Capacity Methodology that had already been developed by UNDP-BRC. The new methodology was based on (1) UNDP’s approach to local service delivery that articulates a complementary model of municipal service delivery including both traditional direct service delivery models as well as PPPs and social enterprises; and (2) The common Capacity Development conceptual framework and capacity assessment methodology as detailed through the UNDG Position Statement and OECD DAC good practice paper (2005), and UNDP Capacity Development and Capacity Assessment Practice Notes.
